Transferring SEO services from one agency to another - troubles, concerns, etc.?

Hey Moz Community,
I have a friend I'm asking for who has an agency and will be taking over SEO from another agency.
One thing that worries me is that the agency has confirmed dozens of locations in Google Places (about 60-100) for this business. How would you transfer Google Places ownership (assuming they cooperate)?
Could the previous agency delete these listings? If so, how would that affect Local SEO? For example, the location and phone number is already on the website. Isn't that good enough for all of these locations (about 100)?
I hope this is clear; please let me know if not. I would be interested in hearing any other feedback about moving agencies.

I think Google updated the 14 days processing. You add a manager -> One day waiting -> Make owner.

You have to wait 14 days to transfer ownership to a manager.
It'll go much faster if you just have them call you.

What if the email address is @agency.com? Then, physical email addresses can't be turned over.
Best alternative would be to transfer ownership in G+ dashboard? Would this alternative simply be by adding another manager and that new manager delete old agency manager? Or is there a place to actually change ownership? I can't seem to locate the change of ownership if it does exist.
ETA: I found it. You add someone as a manager then you wait 1 day, then add them as the owner.

You can transfer ownership in the G+ Dashboard. I highly recommend having the current agency turn over the email address that's associated with ownership of all of the location listings. With that, you won't actually have to transfer ownership in G+, only IRL with the actual account & password access.
Yes, the previous agency can delete the listings. You would have to reverify all of them if they go this route.
You can also go about getting these via the bulk upload process & having the ownership of these businesses authorize Google to transfer ownership of all 100 listings to what ever email address you choose. This isn't a quick process. Suggestion 1 is the best route.

Local SEO penalty?
Hi Moz Community We are in a unique position. We just launched a new site for a client. The site was doing fine before but it wasn't very user friendly. We created a site with almost identical architecture and content as the last one, just new design and layout. Within 5 days, the site dropped off of LOCAL search almost completely, it now ranks on the 9th page in Austin Texas. (reliantplumbingdotcom). Every other location (Dallas, LA, Philadelphia, Houston) all show the site on the first page for relevant keywords (Austin Plumbers, Austin Plumber) I have no idea what to think about this and don't know if we're being penalized somehow (checked GSC and no manual penalty) I have never experienced a site being blacklisted locally but well ranked everywhere else. Thoughts?

Local SEO Tasks When Closing One Branch of Multilocation Business
I would appreciate the opinions of my fellow SEOs on this one. I haven’t seen any other threads on this exact subject and others that touch on it are somewhat older so I am hoping this also proves to be a good resource for others going forward. I have an existing client that I did local SEO for about a year ago. They are a propane service provider and they had multiple locations. So we did local SEO for the company primarily by updating NAPs and creating more individual content for each of the branches such as specific landing page for each branch on their website and individual listings in citations for each branch. Now they have sold one of the branches to a competitor and they need to remove all listings for it. I am trying to develop a comprehensive list of actions to take and I would appreciate any feedback on the best way to go about accomplishing this task. Here is what I have so far: Remove all mention of sold branch on client website, including specific landing page Delete any branch-specific social media accounts Some specific areas I have questions about are: What do I do with Google My Business listings for the sold branch? Do I try to delete/unregister/close them? Or should I just leave them be with an updated link to our website homepage? Should I even bother contacting the main NAP listing sites to remove the old listing or just leave it to fall off on its own? Thank you again for all your help!

What is the best address format to display for a buissness for SEO?
There is a new location opening soon and would like to set up local pages for it. What is the best/most SEO friendly way to write out the physical address? I looked on USPS and they show: 7227 W GRAND PKWY S

Google My Business- Will a large service area dilute local search results?
I am considering adding our actual service area to our Google My Business profile, but I don't want this to dilute our local search results. As it is, we come up in the top 3 or so when searched in our HQ's city and several nearby cities when you search for us in Google Maps (although when I look at the top 10 organic for Google for some reason when you search for these cities + our keywords Google doesn't show any local results). Our actual service area is fairly large, comprising the states of CA & Hawaii & parts of CO, AZ, and UT. I would be adding the service area by zip code rather than radius, as a radius wouldn't make any sense in this case (particularly considering the distance between HI and CA). Is it better to keep our relatively high ranking in local results? Will adding the service area not affect local results negatively? Also, do you know why Google isn't showing me local results when I look for our keywords + our nearby cities? When I look for these keywords in larger cities like LA or San Diego, Google always shows me local results.
